Running an electrical current through seawater, splitting the water into its constituent molecules hydrogen and oxygen.  The hydrogen then collected separately and siphoned into a balloon, until the balloon is sufficiently buoyant to serve as a weather balloon. 

The seawater was collected from the Burrard Inlet at the beach at Crab Park.  The remaining water was eventually returned to Burrard Inlet.
